On 24 December 2011, the National Development and Reform Commission ("NDRC") and the Ministry of Commerce ("MOFCOM") jointly issued a new Guideline Catalogue of Industries for Foreign Investment (Amended 2011) ("2011 Catalogue"). The new Catalogue comes into effect on 30 January 2012. It will replace the old Catalogue of 31 October 2007 ("2007 Catalogue").
